Energy Performance Certification is done by qualified experts recognized by the Agency for Energy (ADENE), the managing authority of the Building Energy Certification System (SCE). These experts are the only professionals qualified to issue certifications for properties.

These experts are individually responsible for running the entire building certification process and the ones who ensure the operability of the SCE in the field. They may perform their duties during licensing or authorizing construction and use procedures and during periodic audits scheduled for the building or its autonomous units.

What does a Qualified Expert do?

Based on this information, qualified experts accredited by ADENE use specific software tools to calculate the property's energy efficiency and give it the appropriate energy rating. Buildings' energy rating ranges from A+ (highest energy rating) to G (lowest energy rating).

  • Ensuring compliance with technical regulations;
  • Assessing energy performance and indoor air quality;
  • Proposing measures for improvement following evaluations done, when applicable;
  • Issuing and recording statements and/or certificates attesting to the building's regulatory compliance, energy performance and indoor air quality, together with any proposed measures for improvement;
  • Checking or performing periodic inspections on boilers, air conditioning equipment, and systems, pursuant to the Building Climate Control System Regulation (RSECE).
